A teenager, two police officers and a large object over a power line
Norman Muscarello and two responding police officers observed at close range a large, silent object with a row of pulsing red lights moving along a transmission line.
Official position
Blue Book initially cited the Operation Big Blast exercise and stars; the explanation was challenged on timing — the exercise had ended before the sighting.
Alternative hypotheses
- Aircraft on a night exercise — inconsistent in time with the accounts.
- A corona discharge on the high-voltage line.
- A genuine unknown physical object.
Value: police as independent witnesses
Exeter is strong because the officers arrived independently and sceptically disposed, and nonetheless reported the same phenomenon as the first witness.
It is also one of the better-documented cases in which the official explanation was demonstrably wrong — the cited exercise had finished before the sighting. Blue Book revised the classification after being challenged.
That is an important counterpoint to both extremes. Official explanations were sometimes shoddy. And they were corrected when somebody checked them.
