Two children, the gendarmerie, and one of the best-documented French cases
Two siblings reported a bright sphere and four small figures in a meadow. The gendarmerie investigated the same day, producing a protocol that later became part of the GEIPAN archive.

GEIPAN retains the case in the category of unexplained after investigation.

Why the French investigative model matters
Cussac is an example of something the American corpus essentially lacks: a gendarmerie protocol written on the day of the event, by officers with no stake in it, preserved in a state archive and made publicly available.
France built this as a procedure: a report goes to the gendarmerie, the gendarmerie writes a protocol, the protocol goes to the civil space agency. As a result the French files have a quality that can no longer be recovered for American cases of the same era.
